<abstract encodinganalog="520$a" label="Abstract:">This collection contains records of the now defunct St. Vincent's Home and School for Girls, St. Joseph's Home and School for Boys, and St. Rose's Technical School (also for girls). Records for these institutions cover the period from their foundings, 1825, 1953, and 1868 respectively, until their dissolution in the mid-twentieth century.  The records give a valuable glimpse into charitable life of the Catholic Church in Washington D.C. and contain multi-volume Registers of Children, sacramental records, early correspondence, Child Welfare League Reports, financial ledgers, administrative files, photographs, and other memorabilia. Access to a portion of this collection recording sensitive material is restricted, and is marked accordingly throughout the finding aid. 	<head>Historical Note</head>

<p>The Records of St. Vincent's Home and School for Girls, St. Joseph's Home and School for Boys, and St. Rose's Technical School for Girls comprise the Catholic Charities of the Archdiocese of Washington, DC collection.  St. Vincent's was founded in 1825 by the rector of St. Patrick's Church, Father William Matthews.  St. Joseph's Male Orphan Asylum was approved by the Board of Trustees of St. Vincent's Orphan Asylum for Girls in September, 1853.  St. Rose's Industrial School was founded in 1868 as an extension of the mission of St. Vincent's to continue the care and training of young women, who were no longer eligible to live at St. Vincent's.  All three institutions retained their autonomy throughout their existence; however, they were brought into closer connection with each other with the founding of the umbrella agency, the Catholic Charities of Washington, in 1920.  This organization coordinated all Catholic charitable institutions in the district and helped the institutions work together to solve shared problems, such as a general decline in admittances of orphans during the 1950s.  As institutions under the aegis of the Catholic Charities of Washington, the materials for these institutions are combined here into one collection.  To this date, Catholic Charities of Washington has only archived these three institutions.</p>

<p>St. Vincent's Home and School for Girls:</p>		
<p>Fr. William Matthews, the first native-born priest ordained in the United States of America, founded St. Vincent's Asylum for Girls at St. Patrick's, his Washington, D.C. parish, in 1825. The institution took its name from the Daughters of Charity of St. Vincent de Paul and was run by the Sisters of Charity of St. Joseph, founded by St. Elizabeth Ann Seton and received into the international order of St. Vincent de Paul in mid-century. The tiny Asylum found its first home in a white house on F Street in Northwest Washington, D.C. near St. Patrick's.</p>

<p>The institution was successful and well-supported by the parishioners of St. Patrick's and by the enormous energies of Fr. Matthews. In 1828 they moved to a new, larger building on 10th and G Streets and in February 1831 Congress granted them a charter to incorporate. In these early days, much of the financial support came from the parishioners, but also from the charitable impulses of the Washington elite, both Catholic and non-Catholic. Parishioners held events to raise money, such as 'Pound Parties,' where a pound of food was donated to the orphanage in exchange for admission to a dance or a night of entertainment. Charity for St. Vincent's became the center of parish life. Congress helped them financially by remitting taxes and finally exempting them from property taxation, and other District notables, from the mayor Thomas Carberry to President Andrew Jackson also ensured that they received funding.</p>

<p>St. Vincent's was governed by a Board of Trustees and President. Fr. Matthews served as President until his death in 1854; Rev. Edward Knight, Rev. J.A. Walter, Rev. John Gloyd, and Rev. D.J. Stafford followed. There was also a Board of Nine Female Managers. These women, often elite wives or widows in the city, helped organize fundraising, and oversaw certain domestic aspects of the orphanage. They even had the right to see the financial books kept by the nuns. This obviously led to tension between the Board of Managers and the nuns, and the privilege was eventually quietly discontinued. </p>

<p>The orphans housed in St. Vincent's were the primary focus of charitable giving, but St. Vincent's also provided a free day school to girls in the parish. At any given moment the girls who attended the day school significantly out numbered the orphans. In 1857 a bequest from Fr. Matthews helped St. Vincent's to build a larger school on G Street; at this time there were 115 orphans and 300 day students. St. Vincent's played a significant role in the education of both Catholic and non-Catholic girls in nineteenth-century Washington D.C.</p>

<p>St. Vincent's orphanage mirrored the norms for nineteenth-century institutions of this kind. Life was very regimented for the girls under the care of the Daughters of Charity; the girls wore the same outfits, had very little privacy, and were constantly reminded that they should be grateful for the care given to them. Until 1868, it was rare for the orphanage to keep the girls after the age of 14, and they were often placed in foster homes or placed in service jobs to support themselves after that age. The deep concern that the nuns did feel for their charges manifested itself with the creation of St. Rose's in 1868. Many of the girls were treated harshly by their new employers or their foster families, and with few employable skills they could not afford to seek new positions. In response to this, the nuns of St. Vincent's created St. Rose's Industrial School to provide the older girls with employable skills. (See section on St. Rose's below for more information.)</p>

<p>By 1900, St. Vincent's had outgrown its home on 10th and G Streets and the board purchased the Kate Chase Sprague Estate known as 'Edgewood,' located in Northeast Washington D.C. on Fourth and Edgewood Streets. This moved the institution outside of the boundaries of St. Patrick's Parish, thus severing a link that had been so important for both. Edgewood was St. Vincent's final location.</p>

<p>After 1900, with the increasing professionalization of social work, the bishops of the United States and lay leaders of the St. Vincent de Paul Society founded Catholic Charities. This new organization slowly took on a greater role in the running of the Orphanage. In the twentieth century, St. Vincent's was run by a Board of Advisor's, with the Archbishop of Washington, D.C. as the president; the orphanage continued to be operated by the Sisters of Charity, but all intake and casework service was done by Catholic Charities and caseworkers from the Department of Public Welfare of Washington, D.C.</p>

<p>By 1959, St. Vincent's only accepted girls between the ages of six and twelve. While the population was primarily Catholic, the orphanage was distinguished by being racially integrated. The final decades of operation saw a rapid decrease in the numbers of girls cared for. In 1968, St. Vincent's Home and School closed its doors.</p>

<p>St. Joseph's Home and School for Boys:</p>

<p>Under the direction of the pastor of St. Patrick's Church in Washington, D.C., Rev. Matthews, and his successor, Rev. Timothy O'Toole, assisted in the founding of St. Joseph's Orphan Asylum (later renamed St. Joseph's Home and School for Boys), for the care of orphan boys between the ages of seven to fourteen.  In February, 1855, Congress passed an act to incorporate St. Joseph's Male Orphan Asylum in the District.  Archbishop Kenrick of Baltimore granted permission to the Sisters of the Holy Cross to assume the role of caring for the boys in the orphanage.  The first home was located on the corner of Thirteenth and H Street, NW, which housed three sisters and twelve boys by the end of 1856.  The home moved twice before finding a suitable location elsewhere on H Street, where it remained from 1867-1927.  In 1927, St. Joseph's made its last move to a newly constructed building on the periphery of the district.</p>
	<p>From its inception, the home operated as both an orphanage and a day school.  Aside from a modest amount of revenue from tuition for day-pupils, St. Joseph's relied heavily on donations and government funds to meet its financial needs.  Supervising the orphanage was a board of Trustees, which managed the funds, property, and real estate of the institution.  Another committee, called the Board of Lady Managers,  organized fund raisers, field trips, and facilities maintenance.  The Sisters of the Holy Cross were responsible for the day-to-day management of the institution, providing care and an education for the orphans until the doors of St. Joseph's closed in 1967.</p>

<p>St. Rose's Technical School for Girls:</p>

<p> St. Rose's Industrial School (later renamed St. Rose's Technical School) was founded in 1868 and was incorporated under an act of Congress in that same year. Under the direction of the Sisters of Charity, orphan and half-orphan girls over the age of fourteen were prepared for life outside the school's walls. If they had not completed grade level education before entering the school they took classes until they achieved an eighth grade level education.  From that point on they completed one year of high school education before choosing specialized courses, which included commercial work, domestic art, needle work, dress-making, or domestic science.  The intended result was that after graduation, the pupils would have appropriate technical skills to enter the business world.  In some instances, employed graduates would continue to live at the school to continue benefitting both from the guidance of the sisters and the inexpensive rent.  A small amount of revenue came from the sale of dresses made during the students' coursework; otherwise, the majority of funding for the school came from donations and the community chest.  Because of a lack of funding to provide for a new building for St. Anne's Infant Asylum, St. Anne's was relocated to St. Rose's, effectively terminating the function of the school, which officially closed in 1947.</p>

	<head>Scope and Contents</head>
	<p>The Catholic Charities of Washington, DC collection is divided into three series, one each for St. Vincent's, St. Joseph's, and St. Rose's.  There are a number of overarching similarities that encompass all three institutions.  All three series contain vital records and admittance and discharge records for all the orphans and half-orphans, as well as individual Board of Trustees records, administrative, and financial records.  Each series, however, maintains its own unique character based on the individual histories of the institutions and records that survive.</p>

	<p>Access to some of these records is restricted. Restricted records include, but are not limited to, vital statistics of and information regarding the orphans and half-orphans, admittance and discharge dates, and some employee records that contain sensitive information. Permission must be received in writing by the CUA Archivist from the current head of Pregnancy and Adoption Services of the Catholic Charities of the Archdiocese of Washington, DC, to authorize the CUA Archives staff to search for and extract information to communicate to the person(s) seeking information.</p>

	<p>The first series contains of the administrative and financial records of St. Joseph's, represents the largest portion of the collection, and ranges chronologically from the inception on the orphanage to two years following its closing.  While this provides a somewhat comprehensive perspective of the institution, the series is twentieth century heavy.  The administrative material consists primarily of documentation from the Board of Trustees and the Board of Lady Managers, including agendas, minutes, announcements, correspondence, rosters, by-laws, active and inactive member lists, and financial reports. There is also a significant amount of financial documentation, comprising wills with bequests to the home, bank, real estate, tax, insurance, loan records, business receipts, audits, budget proposals, and fund raisers.  Although the university archives rarely retains such comprehensive bank records, including bank statements, checks, check stubbs, and check books, these have been preserved to provide insight into the organization and supervision of the institution's day-to-day finances. Another portion of the collection consists of the records of the Publicity Committee, which organized a number of events, including annual play productions at the Olney Theater in Maryland, to assist in fundraising and increasing awareness.  The Publicity Committee records are full of programs, correspondence, announcements, and advertisements.   There are also published materials in the series, which include newspaper articles and photographs, pamphlets, and a brief history of the orphanage.  The materials with restricted access are employee data forms and records, vital statistics and sacramental records for the residents of the home.  A significant number of ledgers, ranging from Board of Trustees minutes and personal records of the orphans to Community Chest accounts and records of financial disbursements and receipts logged by the Sisters of the Holy Cross, represent one of the unique elements in the collection.  Another distinct aspect of the collection is the high number of legal documents noting bequests to the home, as St. Joseph's was named a beneficiary in a number of wills.  Finally, there are approximately fifteen woodblock cuts of photographs of daily life at St. Joseph's used for local newspapers.</p>
	
	<p>Series two, while not as expansive as series one, nevertheless offers the researcher unique insight into running of St. Vincent's, especially during their final years.  As late as 1968 there was still talk that the orphanage would continue its existence, if not at the Edgewood estate, and the financial records of 1967-1969 reflect this belief. The paid bills were left largely as they were found by the processer and provide an interesting view of the way the nuns financially ran the institution on a day-to-day basis. There are also budget and account books and audits from earlier in the twentieth century, as tell as tax exemption records from 1943-1970, wills and bequests, and some pictures and memorabilia on the early years of the asylum.  Unfortunately, there is a dearth of Board of Trustee's records; the only significant files cover the final years from 1964-1967. Regarding the mission of St. Vincent's, there are two studies, the General Report of the Study of the Children's Program of the District of Columbia and a Report of a Study of St. Vincent's Home and School, both made by the Child Welfare League of America in 1937, as well as a five-year follow-up on the Children's Program. Among the restricted material are employee data forms and records, vital statistics and sacramental records for the residents of the home. Some of the gems of the collection are a lively exchange of letters from 1908 between Sister Rosalia, the head of St. Vincent's, and the Board of Advisors on the proper running of the Asylum and an account on the donation and building of the pool in 1933, which was spearheaded by a local seminarian after years of prayer by the girls.</p>

	<p>The third and smallest series in the collection consists of sparse amount of administrative and financial records as well as memorabilia of St. Rose, including mostly ledgers, registers, scrap books, and a photo album.  There is a small portion of the St. Rose Corporation meeting minutes and correspondence from the last two decades of the institution.  The majority of administrative records are located in the registers containing information concerning students and sisters.  Photographs, newspaper articles, correspondence, and historical notes written by the sisters comprise the remainder of the series.  Much like the first two series, most of the materials from the third series originated in the twentieth century, although there is a register that dates as far back as four years after the founding of the institution.  The materials with restricted access are employee data forms and records, vital statistics and sacramental records for the residents of the home.  There are two items of particular note.  First, the photo album contains photographic pictures of each graduating class from the school from 1914 to 1944, in which the graduates wore ensembles they had made themselves.  A scrap book of the Schools at War Victory Corp is the second unique segment of the series.  This scrap book documents the various contributions of the students and nuns to the country's war effort through newspaper photos and articles, contribution summaries, and photographs.</p>
